Photoshop Tutorial

I followed a tutorial for making pictures look dark and stormy. I turned down saturation on yellow tones and created a blueish-grey gradient tone map. Lastly, I used the Difference Clouds filter and some noise and blur effects to create the rain.Tutorial Link
